Asset Capitalization

This service involves recording all research assets built, acquired, or upgraded in the Fixed Asset Register (FAR) with an acquisition value equal to or above the current capitalization threshold. For assets acquired before July 1, 2023, the previous capitalization threshold applies. Once an asset is commissioned, the custodian must submit a capitalization request within 15 working days or before the end of the current fiscal year, whichever comes first.

This service provides asset data under the requestor’s custody, including but not limited to: equipment master data (e.g., make, model, serial number, purchase order, net book value); transaction history (e.g., disposal dates, maintenance records, service contracts, when applicable); and maintenance records in LEM system.

This service handles the issuance of export controls documentation for taggable research equipment or long-lasting controlled parts. It includes the issuance of End-User Certificates for research assets and taggable equipment as part of the customs clearance process. Procurement and RAM manage these processes, and custodians (end-users) are not authorized to sign on behalf of KAUST or manage the issuance of export-control certificates.

This service includes recording all research equipment classified as attractive or maintainable in the Plant Maintenance Module (PM). All taggable items must be purchased in accordance with procurement procedures and include a valid Purchase Order number if not funded or sponsored externally.

This service involves conducting a physical asset check on a regular basis as per the Physical Inventory Count Process from Finance Asset Management or other internal auditing initiatives. Custodians must log a service request for internal controls, even for requests communicated by the LEM Research Asset Management team.

LEM will engage with Custodians to perform inventory as follows:

  • Biennial inventory of research assets based on sampling defined by FAM
  • Before the departure of equipment Custodians
  • After the ASEPC decision of a lab decommissioning or closure

This service ensures that all assets and equipment under a departing PI’s custody are accounted for as part of the employment clearance process. It also applies to research equipment during lab decommissioning processes.

This service handles the transfer of research equipment that is excess, idle, or no longer needed to other researchers. It also covers the disposal of damaged, obsolete, unserviceable, or non-cost-effective items. Custodians must provide an equipment condition assessment (through maintenance services or their resources). Items unclaimed under the Surplus Program will be made available for sale before donation, cannibalization, or scrapping.
